It proves that a specific game result was generated from a predetermined server seed combined with your client seed and a nonce — and that the result was not altered after you placed your bet. It is a tamper-evidence system, not a guarantee that you will win or that the house edge is zero.
Open your bet history, select the bet you want to check, and look for a fairness or verification section showing the server seed (or its hash if not yet rotated), client seed, nonce and game-specific data. The fairness panel in account settings also lists active and past seed pairs.
Rotate when you want to verify past bets (which requires the revealed server seed), when you want a fresh client seed, or on a schedule you choose for peace of mind. There is no required frequency — rotation is a trust tool, not a strategy for improving odds.
